flush hatches

You can laminate a lip onto the inside of the deck which will support the hatch. I often use thin plywood (1/8" Luan doorskin works great) cut 1" bigger than the hatch with a hole 1"smaller than the hatch cut into it. Glue this inside the deck opening with thickened (woodflour) epoxy.
Stick some closed cell weather stripping onto the lip next to the inner edge. Use bungees or straps to hold the hatch in place agains the weatherstrip. This is an easy and very watertight solution that looks great too.
