I checked a steel cable around a coaming and there was no easy way of ensuring it would be tight enough not allowing people to pull it over the coaming.

: long pc of 1/2 od stainless stl tubing or alum rod into roughly the shape

That sounds like a much better idea. A bend shape can not be easily changed as a flexible cable to get over the coaming.
