Bill,

On a store bought router table there is a large opening in the fence for the router bits. When you slide the strip across the fence the strip will pass a "gap" before it hits the blade. I believe Nick is saying he wants that space to be as close to zero" as possible so the strips is guided into and out of the blade as well as possible, and with as little vibration as possible. Thus he creates a fence from a piece of wood by lowering the bit flush to the table top, placing the board/fence in place, and then raising the bit up into the fence, cutting a nice tight hole in the fence.
