I had this, too, on some of these tiny white spots in the feathered edges on both of my kayaks -- small bubbles in the surface or caught in the weave of the cloth. Since you don't have many problem areas, try this: Mix up a little epoxy and 'tap' it into the holes with an old toothbrush or some other small, fine-bristled brush. The whiteness you see is just epoxy sanding dust that's caught in the small air pockets, so wetting it out with epoxy will make it clear. I did this to my second kayak with successful results.
