Nobody in Maryland registers kayaks either, unless they put a motor on it. However, federal regulation does require a hull ID number, a different animal. 33CFR181 - Manufacturer Requirements.

Registration requirements are different state by state, and allowed to be more stringent then the federal requirements, which are use of propulsion machinery in excess of 10 horsepower, no size limiations on the boat. Maryland is any propulsion machinery, regardless of horsepower.
