That's strange, most people have trouble getting the bow to turn downwind. Is this a problem when moving or when standing still? If the latter, start paddling and then turn. The hydrodynamics favor this. If not, adding a rudder could help even if you don't use it. The retracted rudder sitting up on the back deck will catch the wind and help round you up.
