The ferrule probably would be the easiest. anything other than a long scarf joint(s) will just add a stress point. Paddles are strongest when they evenly flex over thier entire length. But even if you do scarf a new peice in matching the flex of the rest of the paddle will be tough and not exact, but probably still the best.
