You could probably shape a small piece of filler out of soft wood, and laminate it in with glass cloth. Another alternative would be to use layers of glass tape or glass roping (used to hold glass-on surfboard fins on). The absolute last thing I would consider is trying to separate the panels. That would almost certainly compromise the ultimate strength of the hull.
