It sounds like ideal conditions so I think you have air entrained in the epoxy from overworking it. I dump the stuff I squeege off once I have the glass all wet out on the little boats I build. You did not mention whether you were glassing or just coating. When coating I find that I can get much more on the hull than is needed in that particular spot, at least more than when glassing. I would try to get it on the hull in a thinner coating in smaller areas so you don't find yourself sqeeging the stuff from one end to the other.
Squeege slower and for as little distance as possible. Afraid there may be no choice but sand off the milky areas you have already but I would wait for some other opinions
