I'd bet someones tried them but I wouldn't, especially on yr first boat.
You need glue with some open time to get the strips where you want them. Yellow alphiatic resin is good (Titebond original or Elmers wood glue are probably most often used) Some have used Gorilla or urethane type glues with success. I hear some strip with no glue and bond the whole together with Clear Coat before they pull staples

: #2 Should I add a keel strip...maybe from Ash?

Unlikely you need to but it's your choice. Normally additional layers of glass or other fabric are used for reinforcement in wear areas. The most wear seems to occur at the bottom stem areas of both ends. Most would say not to use a keel I think. Unless it's a SOF

: #3 Is "Inland Cedar" (?) okay to use?

It's probably fine but look at it before you buy if you can. You do not need perfectly clear boards, it's mainly a function of cost. Boards with a few small knots will be cheaper but will yield a little less when you cut it or at least leave you with a few shorter strips (which is ok) It's also normally easier and cheaper to buy flat sawn (rather than vertical or quarter sawn boards) since you are going to rip flat boards into quarter sawn strips. Look at what is local, too. You can use pine or some other relatively light straight grained wood if you can afford a few pounds and it might be a lot cheaper.
