The way I have heard it explained, when the bike starts to lean, the gyroscopic force tends to turn the wheel in the direction of the lean. This causes the bike to follow a curved path, with a resulting centrifugal moment that tends to oppose the initial lean. So, the gyroscopic effect is not to right the bike itself, but to influence the steering so as to provide a righting moment. This then explains why counter steering works. Someone once told me that figuring out counter steering is why learning to ride is so difficult in the first place.
