A sea sock is different from a sea anchor (which is what you're thinking of). A sea sock is a waterproof liner that you would sit in, as if you were wearing a giant sock. It's attached to the cockpit coaming. It's purpose is to keep the boat from filling up with water in the event of a capsize & wet exit (most folks forgo the sea sock & install bulkheads instead.)

What the previous poster was describing was using a sea sock inside the rear hatch so he could use the rear compartment as a "baby" cockpit so a little kid could ride in it -- with the sea sock preventing water from flooding the rear compartment in case of a capsize. (The matter of whether the child would be safe in such a situation is a different question, as is the matter of how large of a child could be stuffed in one's rear hatch, particularly presuming that the child would be wearing a PFD, increasing the circumference of said child.) I would assume that any child stuffed in the rear hatch would be happiest if the hatch cover were left off, allowing the upper portion of the child to stick up above the deck. :)
