Of course, both the Lower Salt and the Gila are flowing nicely, although I wouldn't recommend either for a sea kayak. You can always enjoy wonderful moonlit paddles on the local lakes without too much threat from the water skiers, etc.
Saguaro Lake is always nice at night, even without much moon.
