What about coating it with 303 Protectant? They claim 100% reduction in fading caused by UV.
I don't know how to remove any "residual" prior to varnishing, but you can ask the people at the website below...
I do know one thing... water beads like crazy and the boat becomes very slick - watch out when loading / unloading from your rack!
