I suspect that the craft you saw was the MAE 593-76, from the Leningrad Museum of Anthropology and Ethnography. The speed of this boat may have something to do with the fact that it's 20' long with beam of only 17+". The tradeoff for this speed is instability at more than 1* of heel. Wouldn't be my boat of choice for a cruiser.
