In the sixties and seventies, there were a whole lot of boats built with foam between layers of fibreglass. In my (ahem) extensive library, I have a book on the subject which I referred to in an earlier post. The book is directed to larger boats, such as a 57' ketch, but the book also refers to building a tender which appears to be in the 8 - 10' range. I bought the book because I thought the method might be adapted to make a canoe. For the very large boats, the author used 1/2" PVC building foam in sheets, bent over a mold. Fibreglass and resin are then applied, and the hull removed from the mold and finished inside. It seems to me that sheets of foam would be more practical than strips, as you would gain nothing in appearance or strength by using strips.
