Scotch 77 spray adhesive. Use it lightly on both surfaces.

Bungie cord (AKA Shock cord) can be bought at hardware stores, boating supplies or sporting goods places that support rock climbing and mountaneering.

REI (Link below) and West Marine both have web pages. If color ins't a big deal, try a hardware store. Also check some of the suppliers on Nick's "Building" pages (link way down near bottom of page)
