sanding resin

Hi, I just put on the sealer coat and was going to sand down the drips in the resin but I noticed that when I sanded, the resin changed to a murky color... I keep hearing that you have to sand the resin but why would it become clouded? It looks clear and fine before I sanded and I tried using a very fine grit w/water also. Would it be better to avoid sanding till the last resin coat?
