In the past I located several companies that sold lengthlock ferruls. One that I was thinking about was www.epicpaddles.com. I took a look at their site. They sell the outer collar...which is the nut and clamping device...for $5.95. This would leave only the inner shaft that slides in the clamping device for you to fabricate or locate in some manner. Epic may even sell it.
