You would probably want to contact the manufacturers directly. They should have information on toxicity.

One elastomeric roofing compound used is Sno white, an acrylic latex elastomeric compound sold by Dewitt Products. this link takes you to a short description of the product.

Clicking on the number 306 at the left of the description will get you more information on the product, but it dies not discuss anything about toxicity in the cured product. Nor does it mention use of it on iron or steel.

Also, epoxy coatings are suited for potable water once they have cured. They would probably stick better to pipe, too.

Finally, look at Ames products.

They have 4 products on this page which they list as being potable water compliant. One of them, Iron Coat, is designed to cover metal. This may be something you would be interested in. They invite e-mails, and you can find their MSDS (Material Safety Data Sheets) in .pdf form linked to the product descriptions on their web site.
