Hi John,
It wouldn't make much difference to the strength factor whether the tape is beneath or above the cloth. With the edge of the tape smoothed down, tape first will give a more even finish to the cloth.
Do you need to have both tape and cloth? If you're going to glass the entire inside of the kayak, taping the seams may not be necessary except for the deck to hull seam. This would shave a small bit of weight.
