I think it is an unnecessary and more expensive step.

I find it simple enough to lay out my cloth on the boat, trim off major excess, and then roll it back up from each end toward the middle. I seal the wood with a skim coat of resin (very light amount of resin--not so much that it saturates the wood) when that has set, I paint on a coat of resin, lay my rolled fabric back on the center of the boat, smack dab in the middle of the wet resin, and unroll it, smoothing out wrinkles and bubbles with a squeegee, as I work toward each end. The tackiness of the resin holds the fabric very nicely. There is not a lot of resin on the boat at this time, so the fabric doesn't float in it, it sucks it up, and draws tight to the wood. Going over this with a bit more resin and a roller or squeegee completes the wet-out process.

If you are really concerned about the glass sliding, get out the staple gun and tack the fabric in place with 6 to 10 staples. Cover the tip of the staple gun with a pice of cardboard so the head of the staple stays a bit above the cloth. Then pull the staples out once the resin has gelled. The next coat of resin will fill any holes. Staples cost next to nothing, you can pull them to reposition the fabric, the random holes are inconspicuous, and you should already have them on hand.
