the material you're talking about is PVC based.

I am considering using it too, but I am not sure how stable it is with
the change of temperature.

I don't think goop will hold it.
this material is glued with heat, either heat gun, or the microwave based
machines.

these materials are designed to withstand the elements (water,wind,uv)
for certain amount of time. I don't know how many hours your material
already spent out.
perhaps it would be a good idea to look for an almost brand new material,
perhaps a leftover from a printing house which print on "roll to roll"
or "roll to sheat" machines. 6 meters or so could easily be a leftover
for such machines.
another option is to ask for a scrapped billboard print, the material will
be new but it will be dirty with the print, but you could use the back side.
I don't think you will be able to get rid of the ink completely, because
the ink is also designed to withstand the elements - actually, most of the inks
are designed for 5 years !

about the sewing, perhaps you can do it by hand.

don't even think about buying new material - it is redicoulusly expenssive.
