use the same continuous loop as before but have the system fixed like a brace, install a footpump between the feet in the ctr like sam mcfadden does, but then to get the foot pedal system, just cutout the upper quadrant on each side and hinge it so that each side makes a typical pedal flopper. glue a full size footpad on each and you have sams pump system plus fixed auto rudder pedals on a continuous loop.

to push it even farther, the track could be a tube with the flange on top with the pump inlet into the tube at the back. the tube is no the track and it comes forward to about 12in in front of your seat and is say half closed off so picks up untill the last 1/2 inch of water but also say 1 1/2 inches of the tube is free.

then you can just push on some spare tubing and instead of pumping yr yak out you can pump out the victims yak too.

at the very least the fitting could down turn to screen pumpout the very lowest portion of the yak. If the whole system falls apart you can still pump out the yak until the last say 1 1/2 to 2 inches as the inlet is that low anyway.

so you get sams pump, nick/erics footbrace(not pedal), a n/z or kayaksportlike pedal, an infinite setting and fixed loop, and a victim or rescue pumping system - and all no hands except setup for the victim.

And if you wanted to be totally wild, you could do a vertical inlet takeoff up the to deck and put in a vertical tube half cut out at the bottom that has like an inset typical deck fitting inside so you can turn it. turn in one way and pumps out your yak, the other way and you fit in the rescue tube to the victims kayak WITHOUT even popping your spray skirt.(maybe a vertical clipped slider would work best)

some of these would probably work. i've got a yak in mind.
