After building an SOF boat and using Greenland-style rigging with tightening toggles, I've discovered that it's vastly superior to bungee cord for rescue purposes. The paddle slips right in without a hitch and when the toggles are slid apart, it's LOCKED in position. With a Greenland paddle, it makes a great outrigger when you want to rest, eat lunch or dig something out of the boat - no float necessary. With a euro paddle, your options are more limited, but it still works better for paddle float rescues than bungee cord does. On my SOF, I used one piece of bungee directly in front of the cockpit as a handy place to stash gloves and such, but the rest of the rigging is cord with toggles. Try it and you'll probably like it.

I struggled with the idea of perimeter lines on an SOF boat. I left them off, because I couldn't figure out how to attach them without resorting to screws and such. I never intended use that boat in rough conditions and still don't. Rather, I'll use a boat with perimeter lines, bulkheads and other modern safety features.
