I vote for basement...
If the garage is too cold you might rush the job and risk epoxy not curing.
If you are still building when it gets warmer in the spring the wife won't
care as much about leaving the car outside and or you can move out there to
do the final finishing work.
I put a bathroom type exhaust fan (only $20)in my basement that I leave on whenever I am using epoxy, sanding or painting.
You don't want to risk fumes going into the other areas of the house.
If I have a choice between being cramped or cold I would put up with cramped first.
Just make sure the finished boat will fit out the door.
