Yes, "PROBOND" polyurethane glue (Elmer's brand) is good stuff. I have used it on several paddles without a glue failure yet (wait, there was Reg's paddle at R2K1, but we didn't allow appropriate cure time before application). I think properly applied epoxy is better, but PROBOND should work for most paddle lamination applications.
