here is a pic of the system i used on my latest boat. the bungie is tied to a block that is clamped to the sheer strip. it then runs over the outside of the hull, through the little bracket, and down to the station closest to it, at whatever angle is required to hold the strip in position. hot glue, in moderation, was also used to keep the strips from lifting off the forms; if they were so inclined.
the hull and deck are now glassed inside and out without one staple or brad being used.
