Drawing on rice paper would let you make mistakes without permanently effecting the boat, but it would be limited to fairly small pictures. Painting directly on the boat would give you a chance to make bigger designs. You can also use multiple color paints. You can paint after applying a seal coat (to minimize bleading) and before applying glass (to add protection). Or after you are done fiberglassing, but before varnishing. If you do the latter, you may scratch the design while using the boat, and you will need to be careful sanding between varnish coats and when you refinish.
