Off Topic: hull efficiency

A friend of mine is becoming an avid fan of flat water racing his kayak. He tells me he heard of a university recently ( year ago?) coming up with a formula to give a hull design an efficiency rating. He thought that there were maybe 100 boats tested and each then given a rating. The class he likes is "sea kayak" and requires a width of 10% the length and I believe also two bulkheads. He is about to order a "CLC" pax 18. Anybody have any thoughts or heard of this testing being conducted?
