You're doing a rowboat right? You need some kind of UV protection inside if there are no decks. I'm thinking about a matte finish varnish for my (exposed) interior. It's been a while since I bought marine varnish but, if I remember correctly, it's just as costly as epoxy ($20/quart seems to ring a bell). I think I used Captain's on my first boat. It's much worse on the senses (lots of solvent).

I'm not big on fill coats but I'd rather lay-on extra epoxy than extra varnish. Varnish eventually has to be re-applied. The one nice thing about the varnish I used - dried very fast.
