Strip: hold downs in hatches

I was reading about the suggestion from people on this board about using soda bottles filled with water as ballast (instead of metal) and I starting thinking of how to lash them down firmly so they don't beat the heck out of my boat if I did have to roll (or even in heavy chop). Some sort of hold down would also be good to lash any camping gear you had stowed for the same reasons.

What have any of you used to accomplish this? I was thinking of epoxying a stainless steel "D" ring in there somehow, or even a piece of hardwood that a nylon strap could slip through.

Your thoughts will be appreciated.
