Seeking: soft padeyes?

I know how the soft padeyes are made ,but I would like to use that look for hatch hold downs with 3/4" webbing and clip buckles..
So far I've tried sliding the looped webbing thru the slot, insert a dowel and pull up with a bit of silicone to seal it off. This will be strong enough but I doubt it will be water proof..since it doesn't have a real flat seal on the underside of the hull.

Anyone have any ideas how this could be done, without taking the buckles off and re-sewing . or is more silicone the answer?
