S&G: Plans from Kit Mfg.

I am considering building a CLC PAX 20 from plans vs a kit. Can someone who has built a CLC boat from plans answer a couple of questions.

Are the plans for each of the pannels shipped full size?

If not how do you scale them up to get an acurate full size layout?

Do you generally cut out the parts from 8' pannels or scarf the plywood sheets first and then cut out the parts?
