Strip: varnish problem, different one this time

I'm on my 4th coat of captain's varnish and have a question I should have asked earlier, but I thought I knew the answer and tried to cure it on the second and third coats. An area is varnished with a crosshatch pattern, checked, no runs no missed areas. A few minutes later there is a dry spot, as if the vernish pulled away. Not big, not many, but maybe 5 or so over the whole boat. I thought I hadn't sanded well enough, or had contaminated the surface. I made sure that wasn't the case on the next coat.

Nope, sure enough, there were the dry spots, not in the same places necessarily, but here and there. Otherwise the flowout is wonderful, no brush marks, a few small runs, but otherwise gorgerous.

On the third coat I got mad and tried to brush them over after the time I knew was too late. It wasn't a big disaster but you can see the brush marks. AAARGG. Maybe I should fix them after that coat is dry.
Is the varnish too thick? I don't thin it. It can't be too thin. What am I doing wrong? Wiping the previous coat with laquer thinner is a no-no as I found out. LOL

On the same topic, how do you feather the varnish joint between the bottom varnish and the top? It's not very noticeable along the shear line, but it would be nice to get rid of it.

HAAAALP!
