Strip: Leaky bulkheads

I tested my guillemont this weekend and I have some leaky bulkheads. My bulkheads are 3 inch thick minicell foam sealed with silicone sealer I got from HD. I know where they are leaking, around the seam where the foam meets the hull and deck. It is a few very small holes. The boat is a year old, and I know it didn't leak the first season of paddling.

Do I plug up the holes with more sealer, or do I need to clean the whole thing out (i.e. clean all the silicone off) and start again? Thanks in advance.
