Strip: Dimensions for Combing *Pic*

Can anyone give me the minimums and maximums that you would make these dimensions?

B=
C=
D=

I have been thinking of laminating the rim together using the combing for a mold. I would use wax paper between the rim and combing so I could release this. The reason I want to do this is so I can sand and finish the bottom edge of the rim. I would then use maybe polyurethane glue or epoxy to bond it back to the combing. Then I would glass over the whole thing with a layer of biaxial cut cloth. Has anyone done it this way? What are the pros and cons?
