Skin-on-Frame: Ribs, HELP!!!

I am having the worst time trying to bend the rib stock for my SOF. I've broken probably 8 ribs so far and don't have a single one in place. Can any one offer some advice. Here's the specifics

Clear douglas fir cut 1.5"X.25". No significant grain runout.
Sized ribs soaking in water for 2 days.
Steamed in a PVC pipe from 2 min to 10 min.
All breaks are clean right angles going most of the way from the outside to the inside.
I managed to get one rib into the mortices, but it made the keel sit a couple inches high. So I tried to shape it and it broke.

I appreciate anyones help. At this point I'm not ready to waste anymore wood till I get this problem figured out.
