Hmmmm.....

How about just attaching a "mini sea sock" to the hatch? It would act like a dry bag with access from outside the boat. Inflate it, and you have flotation. Inside the boat it might act something like a bulkhead, although it wouldn't prevent water from travelling around between the bag and the skin. It would keep the contents dry, though. You could pull it out to dry, too.

Maybe on my next boat...
