I have both a router and a shaper. The shaper is a homemade device that takes up alot of room. Good side is it is not actually mine, so as soon as I finish using it, back it goes. Either will work. What you need to ask is what will be most useful to you. A router table set up can do about anything a shaper table can do, but you generally can't do everything with a shaper that a router can do. For the money I would look at plans (or draw up your own) and build one. I mean why not? You are about to build a kayak, how difficult could a router table be. :) Here is a site that has a free plan.
