The Hindenburg was painted with Thermite (aluminum powder and iron oxide) to thicken and seal the skin (sound familiar?). All it takes is an ignition source and whawhoom!!!! all hell breaks loose. Under those conditions Hydrogen will burn and rapidly at that.
The main problem with using light gasses is keeping them contained. You will need a very good seal on the float bags to keep everything where it is supposed to be. Helium is a very small molecule and will find any opening it can and escape to the atomsphere. Hyrogen is smaller still. You could use nitrogen, but why??? The bouyancy provided by a float bag upon capsize is from the water that is displaced, not from the material inside. Fill it with whatever you want and as long as it stays sealed, it will keep your boat afloat. If you are going on a sea trip, you could fill them with fresh water and they will still do their job. As long as the material inside is less dense that water, you float. Do a web search for concrete canoes. If designed properly, damn near anything will float.
Your money would be better spent on quality materials rather than exotic gasses.
