Yes, most likely you are allergic to the starch they use on latex gloves. I work in a hospital and have to wear glove almost all day long. I, too, develope rash to powder glove. More likely, I'm allergic to the grounded up bugs in the starch. Do you know 'food grade corn starch' allows to have no more than 75 'insect parts' per gram -- notice that that is gram not pound, not even ounce. Industrial grade?... you can imagine. Dust mite and lots of other insect feces are the most allergenic material on Earth.
Well, 2 years ago, we switch to non-powder glove, and happy to say my rash is gone.
So, if you have a choice, get the non powder version.
In turn of price, you can not beat China town in San Francisco. I have found a few stores selling 100 glove box for $5. Never check if it is lower by the case. I was never good at haggling anyway. For $5, I'm more than satisfy.
