Rice Paper comes from Art stores, but as bill mentioned, any tissue paper works. The one time I did it, I used the paper that comes with a new pair of shoes.

Epoxy doesn't bother laser printing. I don't know about ink jet. I do know that 99.9 % of ink jet inks fade in the sun.

To get the tissue through the laser printer I just taped it to a carrier sheet. If you have a copier at work, you could probably do it there if you don't own a laser printer.
