Strip: gluing plans to plywood??

I've got the box beam finished. I'm ready to glue the station plans to the plywood (1/2" ACX). I bought some 3M Super 77 spray adhesive. Do I spray it on both the paper and the plywood, just the plywood, or just the paper?

The directions say "Make bond while adhesive is agressively tacky." Can anyone interpret what that means?

Help, oh experienced builders!
