I put 4 oz glass first, then the twill 5.7oz CF, then some 6 oz glass (2 layers or more), 1 more layer of CF, then another layer of 4 oz. The 4oz helps hold it down.

If you are in trouble right now, I would try one layer of some bias cut 4oz to help hold it. Use you fingers to force it all down and smooth it out (using gloves of course).
