Epoxy: Question for the More Experienced

I have a question about the seal coat that I applied yesterday. The surface seems to have a slightly rough texture to it. I think that the epoxy started to kick while I was "tipping off" the air bubbles from the foam roller. And I know its got a little dust particles in it. Right now its still just barely tacky. I tried to lay the cloth over the hull a few minutes ago, but it doesn't want to slide around into position very well when attempting to remvoe the wrinkles.

Have any of you experienced this in the past? Am I going to have to do a light sanding of just let it cure a little more first, Or both?

I can't remember having this situation on the first boat or even if I checked the surface texture before I layed the cloth over it. Its really lousy getting so forgetful!

Any and all suggestions will be appreciated.
