It depends on your desired fit.

I built a Guillemot and stretched it to 18' long. It's still 21" beam, but I added an inch of height near the cockpit area. I like the length, regret the height. Love the 21" beam and the way the boat feels under me.

6'-6" tall, 185 lbs, size 14's. Tight to one is roomy to another.
