S&G: rapid and cheap prototype

So, I've got into my head the completely daft notion that I can successfully design an S&G. First thing (after design, of course) will be to throw together a 1/4 scale to see if I've got the goods for panel lofting. Second would be a prototype. The goal is to get to water as quickly and cheaply as possible to see if I've got everything from hull form to cockpit layout working before committing to expensive materials and careful work. Doesn't have to be pretty, strong, or even all that seaworthy. Doesn't need to last more than a quick paddle or two.

First thought would be to build from lauan, with seams taped inside and out with 3" or so glass. I'd inject dookie into any unreasonable voids I found before assembly. What, maybe a quart of epoxy invested? A slap of varnish or paint so it doesn't melt, and go get wet.

So, how much have I under (or over) built my little floater? Could floating the model give me any useful information?
