To reduce the dust specks, I build a temporary tent out of plastic painters' tarps over ropes strung across the garage. The amount of dust raining down on my varnish has really been reduced with the booth.
I also use an electric leaf blower to blast the dust out of the garage. I blow the dust out several times during the building process just so I don't breathe it, and then again very thoroughly before mopping the floor and building the varnishing tent. I'm certainly not an expert on varnishing technique, but this works well enough for me.
There are still some dust specks in my work but it's not very noticable, specially after a few big scratches are on the boat.
