Strip: Questions concerning finishing...

Just a few questions as I get closer to completion:
1. I'm waiting for more epoxy to arrive, is it worth the time and effort to sand the deck and hull now, or should I just wait until the whole boat is together and do it once?
2. Any quick, easy method to remove dried epoxy from the sheer strips? (Besides sandpaper? Or knife?) Will heat soften it and make it easier to remove? I don't want to screw up the bevel too much.
3. I've checked the archive with respect to cheek/hip plates...but are they necessary? Could I add them later if I felt I needed them, or is it best to put them in now?
